It's not on the app store, so you will have to download the zip file from Github to your phone / e-reader, and install it manually. You put the manga title you want, and it searches for scans in various sites. Tachiyomi on the other hand, is basically a manga search engine. Perfect Viewer is that one, and it's the best offline comic software I have tried. In those readers, you will need a 3rd party software, since there is not native support for manga & comics formats (cbr/rar & cbz/zip). If you want to go to android based devices, then you should look for readers such as Likebook Mars, Onyx Nova, etc. Now, as far as I know, Kobo readers use their own OS, not android. Cbz files are just renamed zips, and cbr files are renamed rars.

Takes a bit to setup at first, but once it's ready you don't ever have to touch it again. It supports LAN, and FTP setups so you can access your comics from anywhere. It's recently got the much needed graphics overhaul, and is sporting the Material design pretty well. Perfect Viewer, I've been using it for years, and it has never failed me.
